GAME RULES
- Each player chooses a colour
- Each player starts with 100 Influence and 1 City of their choice (except the Imperial City).
- At the start of a round, a player gains 1 Influence for each city they control.
- 1 additional influence is gained per city if a player controls all the cities in that province.
- 1 additional influence is gained for controlling the Imperial City.
- Rounds are simultaneous, meaning the next one won't begin until all players have moved
- Once per turn, a player can spend 10 Influence to claim an unclaimed city. Claiming the unclaimed Imperial City
costs 100 influence
- A player may also "attack" another player's city, by spending as much influence as they want to attempt to claim it
for themselves. The defending player must spend as much as the attacking player did to keep the city. All influence
spent this way by both players is lost as it is spent.
- If a player has lost all their cities, but as 10 influence and a city is unclaimed, they may claim that unclaimed city and continue playing. If they do not, or no cities remain unclaimed, that player is eliminated.

WINNER
- Winner gets the "Emperor of Tamriel" medal, as well as a special forum rank.
- A player wins when no other player remains.

The rules state "Once per turn, a player can spend 10 Influence to claim an unclaimed city." So only one city may be claimed per turn.

A round is once everyone plays. A play is influencing one city per round
